PROPOSAL OF THE FORMAT CHANGE OF THE
CONFERENCE OF THE GOVERNORS OF THE STATES
OF
THE GULF OF MEXICO
BACKGROUND
Merida, Yucatan: Last June 22th, 1999, in a meeting of the representatives of the Mexican States of the Gulf of Mexico, the State of Tabasco, President of the Executive Committee, informed that the States of Florida, Alabama, Louisiana, Mississippi and Texas have communicated that because of their tight agendas, the Honorable Governors of those States, could not assist to the IV Conference of the Governors of the Gulf of Mexico on July 8-10, 1999 in Villahermosa.
Because of that, the representatives of the States of Yucatan, Campeche, Quintana Roo, Veracruz, Tamaulipas and Tabasco decided unanimously to postpone the date for the IV Conference without settling an alternative date.
In the same way, it was decided to call for an extraordinary meeting to establish the date to carry out the IV Conference of the Governors of the Gulf of Mexico in Villahermosa.
This meeting, could not be carried out last year because of the hydro meteorological events that sign)ficantly affected the States of Tabasco and Veracruz during the months of September, October and November 1999.
Also, it is important to mention that last year, the Honorable Governors of Alabama, Florida, Veracruz, Tamaulipas and Quintana Roo changed.
PROPOSAL
Because of the Government changes of some states of the Accord, and the difficulty that represents the coordination of 11 Governors agendas, the State of Tabasco is submitting to this Committee the following proposals in order to give a better operability to the Accord and because is in the deep interest of Tabasco to furfill its commitment to carry out the Annual Meeting:
1. The format change of the "Conference of the Governors of the States of the Gulf of Mexico" to the "Meeting of the Accord of the States of the Gulf of Mexico" through the following:
1.1 That the Honorable Govemors of the 11 States that conform the Accord, appoint permanent representatives that guarantee the Accord's continuity through their participation in the Executive Committee and the Annual Meetings.
1.2 The analysis of the issues that are discussed in the different work tables, focusing only on those that have the greater degree of advance, and those that are discussed in the Executive Committee.
1.3 The creation of a web site that has the agreements and advances reached under the new format.
2. That the next "Annual Meeting of the States of the Gulf of Mexico" will be celebrated August 24-25~, 2000 in Villahermosa, Tabasco.
3. The acceptance and confirmation of the State of Louisiana as next President and host of the "Accord of the States of the Gulf of Mexico".
